In this position, Kremer kept track of and distributed all of the relief moneys flooding into Johnstown, and a job that was thought to only take a few weeks was not wrapped up until more than six months later. The scrapbook contains newspaper clippings and letters concerning the work of the Commission following the Johnstown Flood and the controversy over the distribution of the relief.
