The title of the cartoon implies that the goal of the War Garden is to defeat Wilhelm II, the German Emperor and King of Prussia.<br /> &nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<br /> In 1917 the US National War Garden Commission was formed.&nbsp; It encouraged Americans to help relieve the strain on the public food supply by growing and canning vegetables and fruits. War Gardens later became known as Victory Gardens.&nbsp; A similar program was implemented during World War II.
