Summary: In the image, Governor Samuel Pennypacker cleans up "Pennsylvania Politics" with his mop and "decent politics suds."  His cousin, Matthew Quay, was one of Pennsylvania's most infamous political bosses.  Quay used his political influence to help Pennypacker defeat incumbent Robert Pattison in the 1902 gubernatorial election.  In the political cartoon Quay looks at Pennypacker disapprovingly and asks "Is that my reward?".
