The case of those American loyalists, whose claims (arising on debts owed them in America, previous to the Revolutionary War, and lost during that period by their allegiance to his Majesty) were established under the Commission appointed by the act of the 43d Geo. III; but who "from particular circumstances" have not obtained the benefit of the act of the 23d Geo. III. Chap. 80, whereby commissioners were appointed to inquire into the losses and services of all such persons who have suffered in their rights, properties, and professions, during the late unhappy dissensions in America, in consequence of their loyalty to his Majesty and attachment to the British government.
