Summary: McMaster, a prominent historian and president of the American Historical Association, was employed to write the history of the Johnstown Flood Relief Commission. Begun, then discontinued, under the direction of the Flood Relief Commission, this typescript describes the Conemaugh Valley and the Johnstown disaster, Juniata River and the west branch of the Susquehanna. This work was never published, as the printed title page and flyleaf explain: "Legal complications having grown out of the disasters, it was feared that this work would supply evidence in damage suits. The Commission decided that its function being to relieve distress, it was manifestly improper that it should by any official act affect litigation. Therefore the work was stopped, and these pages are privately preserved for the possible use of the historian of the future, when all disputes now existing shall have been settled by judicial decision, or shall have lapsed in Time's court of last resort."
