Charles Bingham Penrose was a lawyer who practiced in Carlisle, Pennsylvania. He was a Whig and was elected to the Pennsylvania State Senate in 1833 and was later the Speaker of the Senate. President William Henry Harrison appointed Penrose the Solicitor of the Treasury in 1841. At the time of his death, he was again a Pennsylvania State Senator, this time elected as a reform candidate.
