He addresses the fate of the mutineers now captured in Nashville, TN. He also gives directives to "procure and employ negroes" for work in the union army camps as cooks, teamsters, laborers. He gives special instructions for how the army should forcibly extract slaves from rebel owners and officially compensate loyal slaveowners for their property.
