Summary: Printed letter, signed by Abraham Lincoln and William H. Seward, to the Governor of Pennsylvania, Andrew G. Curtin. Lincoln, who has just come to office is asking the governor to ratify the Corwin Amendment (originally proposed 13th Amendment) which was passed by both houses of the previous lame duck Congress. The amendment was a last attempt to lure the Southern states that had seceded back to the Union and to prevent any border states from seceding. Had it been ratified, it would have protected states' "domestic institutions" from future Congressional interference, allowing for slavery.
